Jaipur, Chief Minister of Rajasthan Smt.
Vasundhara Raje while supporting the Land Acquisition Amendment Bill said that
it is a good initiative which will give new dimensions to the development under
Prime Minister Shri Narendra Modi.
Smt. Raje was participating in the second
meeting of the governing council of NITI Aayog at Prime Minister's residence 7,
Race Course Road in New Delhi on Wednesday.
The Chief Minister said in the proposed bill,
focus has been kept on reforming rules and regulations which have become
irrelevant from the development point of view. She said to fulfill the
expectations of people and the requirements of development, it is the need of
the hour that developmental rules and regulations are prepared by amending the
irrelevant provisions related to land acquisition.
Smt. Raje said Rajasthan is emerging as the
frontrunner state from the point of view of reforms. She said the reforms made
by the Rajasthan government have been admired all over the country. The Land
Acquisition Amendment Bill will give pace to the development and the initiative
taken by the Centre under the leadership of the Prime Minister should be
supported by all the states, she said.
Putting forward Rajasthan's part on the Amended
Land Acquisition Bill Smt. Raje said Rajasthan Government has taken initiatives
to give pace to the development works related to land acquisition. The
Rajasthan government has tried out a model wherein the local farmers partner in
development while retaining their land titles. She said according to the policy
of the Rajasthan government a farmer can lease land for a period of 30 years
extendable by 10 years to solar and wind power development agency/ company on
mutually agreed rates. This facilitation in revenue rules will eliminate the
requirement of Land Acquisition and simultaneously expedite the development of
renewable energy generation.
The Chief Minister said under section 50 of the
Land Acquisition Act, state governments are required to establish State
Monitoring Committee for rehabilitation and resettlement. The Rajasthan
government has proposed the constitution of a State Monitoring Committee and
the draft rules have already been published for this. After the rules get
finalized the Committee shall be constituted, she said. Chief Secretary Shri
C.S.Rajan was also present in the meeting.
