CABINET MEET ‘SARKAR AAPKE DWAR’ IN UDAIPUR DIVISION

DIVISION WISE ANNOUNCEMENTS MADE DURING ‘SARKAR AAPKE DWAR’ PROGRAMME WILL BE MATERIALIZED: CM
Udaipur/Jaipur, Chief Minister Smt. Vasundhara Raje has said that annoucements made division wise under Sarkar Aapke Dwar Programme will surely be materialized. She said review meeting will be held at the gap of every three months at Chief Secretary level to monitor the implimentation. 
Smt. Raje was addressing the cabinet meet after completion of ‘Sarkar Aapke Dwar’ programme on Monday at Rajasthan Agriculture University, Udaipur. She said Sarkar Aapke Dwar has been started with the objective that people should not have to run from pillar-to-post for their works. We have to ascertain that works done at the level where they disposal should be properly. People will feel relief it their works done on timely manner.
Laying stress on regular meetings per month at collector level and collectors review that how many applications received and out of which how many were disposed. Collectors should find out reasons for which the works could not be done and find out solutions also. She also asked collectors and other senior administrative officials to carry out regular tours in the district. Sudden inspections should be made of schools, hospitals besides checking drinking water & energy supply, she said. Effective monitoring of the works of Patwaris and Gram Sevaks should be made so that people can et relief on time, she added.
Decisions Taken During the Cabinet Meet:
To increase employment opportunities in tribal areas, government has decided to lift the ban on issuing new mining leases of minerals in TSP areas. Six member cabinet committee headed by Rural Development and Panchayati Raj Minister Shree Gulab Chand Kataria has been set up to decide on how to give preference to tribal people in allotment of mining leases. The Committee will submit its report in the next 20 days.
To prevent the excise duty losses, decision has been taken to increase the powers of the first class Magistrate to impose financial penalty from the existing Rs. 10 thousand to the extent of Rs. 50 thousand under Section 29 of the Criminal Procedure Code, 1973.
Decision has been taken to formulate a new policy about Model Urban Area (Building construction/ Regularization) to bring uniformity in the policies regarding authorities and municipal bodies in the urban areas of the state.
The process of issuing completion certificates will be simplified to ensure compliance of the provisions in building bylaws regarding the essentiality of completion certificate for multi-storey buildings. This will help in preventing illegal colonization.
The cabinet was of the opinion that inviting tenders for construction of structures at group housing plots in sector 17, Tilak Nagar Scheme of UIT Bhilwara was not justified.  Investigation will be handed over to the ACB. Decision was made for regularization and approval of blocks on which the works have started, while fresh tenders will be invited for remaining blocks. 
To promote power generation by alternative energy resources in the states, the decision has been taken to amend Rajasthan Tenancy Act, 1955 and Rajasthan Land Revenue Act, 1956. After the decision, any tenant would be able to use his land for solar/wind power plant and solar/wind power farm without land use conversion. Tenants would be able to lease out their land for the period of up to 30 years, further extendible by 10 years.
Rajasthan Subordinate Accounts Services Rules, 1963 changed to bring consistency with other service rules in regard to the provisions of age relaxation for direct recruitment. The provision of maximum three attempts to appear in the competitive examination for recruitment of junior accountants has been expunged. Posts of Assistant Accounts Officers will now be filled completely by promotion to provide appropriate opportunities of promotion to junior accountants.
In compliance with the annoucement made in the buget 2014-15, family pensioners will get additional benefit of family pension for the period of two years. After amendment in the payment of family pension now they will get 50 percent pension instead of 30 percent. The decision will benefit 7800 family pensioners.
Decision was taken to allot 25 percent developed land instead of 15% in the the phase-I and II of Transport Nagar Project of JDA.
CM Inaugurates Video Conferencing Room:
Chief Minister inaugurated video conferencing room at collectorat Udaipur. She also released online digitally signed pattas to five persons through this IT Centre.
